Funk Music's foundation is in Soul and the blending of R&B, Jazz and even some Rock influeneces that created a deeper sound than any of these genres alone. Although it did originate in the late 60s with James Brown it really hit its 'groove' in the 70s as it gained more crossover success and came more into the mainstream. This was reflected by a number one it in 1970, and 1971 with Sly and the Family Stone doing it twice.  The sound is characterized by strong rhythm and groove lines with the use of electric bass and drums that normally formed a back beat were moved to the foreground. Artists sometimes have incorporated horn sections as well that are the standout for the song. Others like George Clinton took one groove and worked it over and over with instrumental breaks to create his own signature sound.
